Israel eyes unmanned G550 MPA

Flight International
14-June-04

The Israeli ministry of defence and Gulfstream Aerospace are holding preliminary talks about converting a G550 business jet into an unmanned maritime patrol aircraft (MPA) capable of meeting Israel's operational requirements, writes Arie Egozi.

The concept is to equip the G550 with a flight control system that will enable it to conduct fully autonomous missions, or to be operated remotely using an optional ground control station. The idea emerged during negotiations for an Israeli air force purchase of four modified G550s worth $473 million. The aircraft will be used for signals intelligence, electronic counter- measures and airborne early-warning duties and will enter service early next year, (Flight International, 11-17 May).

Israel is seeking a replacement for its Israel Aircraft Industries (IAI) 1124 Seascan maritime patrol aircraft, which have been jointly used by the country's air force and navy since 1978. Unmanned air vehicles have been considered but local sources say designs as large as IAI's 1,100kg (2,430lb) Heron have been discounted as incapable of meeting navy requirements.

A G550 modified for unmanned operations is also a possible solution for the US Navy's Broad Area Maritime Surveillance UAV requirement.

UAE WOOED TO BUY NEW U.S. TRAINER

WASHINGTON [MENL] -- Lockheed Martin has been wooing the United Arab Emirates to purchase the U.S. company's new air trainer.

Lockheed Martin has targeted the UAE and Israel as two countries that could purchase the T-50 advanced trainer. The trainer has been developed by Lockheed Martin in cooperation with Korea Aerospace Industries.

The UAE air force has been invited to fly the new T-50 later in 2004. Israel and the UAE were the first countries offered to fly the new air trainer.

Currently, the South Korean air force -- the only air force to procure the T-50 -- has been test flying four prototype aircraft. KAI has asked South Korea's air force to host demonstration flights later this year.

Israel Air Force pushes ahead with upgrades

ALON BEN-DAVID JDW Correspondent
Tel Aviv

The Israel Air Force (IAF) is to pursue a major upgrade of its fleet of CH-53 heavy transport helicopters, C-130E/H medium tactical transport aircraft and Boeing 707 transport, inflight-refuelling and airborne early-warning aircraft.

Also, following last month's revision of the Israel Defence Force's (IDF's) five-year acquisition plan, the IAF has begun negotiations with Boeing on a contract to upgrade six additional AH-64A Apache attack helicopters to the AH-64D Longbow configuration.

The IAF has issued a $500 million contract for the purchase of nine AH-64D Apache Longbows and the upgrade of three AH-64As. The contract includes an option to upgrade six additional AH-64As at a cost of $200 million.

The IAF has insisted on purchasing a 'critical mass' of Longbows, called 'Seraph' in Israel, the first of which is to be delivered in May 2005. "By taking the option of six more Longbows, we will be able to receive the 18 helicopters in a constant stream of deliveries," a senior IAF source told JDW.

Some senior IDF staff opposed the acquisition of additional Longbows, claiming that the future of attack helicopters is in dispute following their performance in Iraq and the cancellation of the US Army's Comanche project. However, the IAF sees the Comanche cancellation as an advantage: "It will secure the Apache as the main US attack helicopter platform, guaranteeing a long production of spare parts and probably an additional Block 3 design," said the IAF source.

Of the other upgrade programmes, the first to be launched will be the CH-53 transport helicopter upgrade. Most of the IAF's CH-53s were upgraded under the 1992-2001 Yasur 2000 programme. Yasur 2000 included a structural upgrade by Israel Aircraft Industries (IAI) and an avionics upgrade by Elbit Systems as integrator and was intended to extend the service life of the CH-53s to 2020. "However, we will require the CH-53s as our heavy lift helicopter beyond 2020," said the IAF source. "We are considering replacing almost all of the helicopter's systems again and we are now working on the specifications. We expect the upgrade to be done in Israel at a cost of $4 million-$5 million per helicopter."

A budget has been approved to allow the IDF to upgrade some of its ageing C-130E/H transport aircraft. "Here, again, we require a major upgrade, which the currently available programmes either cannot provide or are unaffordable for us," the IAF source said. "It is clear we cannot afford the C-130J, but we have decided to wait for Boeing's Advanced Medium Transport prototype before deciding on the upgrades."

The IAF's last upgrade projects in the next few years will be the Boeing 707 fleet, in service in the transport, airborne early-warning, tanker and head-of-state configurations. "As most of our 707s are more than 30 years old, some of them don't even meet international aviation standards," said the source. The IAF will soon begin examining the different upgrade programmes but the project is not scheduled to start until 2007.

Separately, the IAF issued an international tender on 15 July to sell its inventory of 22 Agusta-Bell AB 212 light transport helicopters.

IAI to transport IDF officers, VIPs for millions of shekels

Israel Aircraft Industries will buy Indian-manufactured ALH Dhruv helicopters for the purpose.

Felix Frisch 3 Aug 04

Sources inform “Globes” that Israel Aircraft Industries (IAI) is expected to obtain a contract for helicopter transportation of senior Israel Defense Forces (IDF) officers and some VIPs. The Israel Air Force dispersed its light helicopter squadron a year ago. The contract is estimated at several million shekels per year.

The Ministry of Defense procurement and production directorate is currently negotiating with IAI. IAI plans to buy Indian-manufactured ALH (Advanced Light Helicopter) Dhruv helicopters for the new mission.

The IAI Lahav plant is a partner in developing an advanced version of the Dhruv, which will be equipped with Israeli avionics. IAI is expected to purchase the helicopters at a low price. IAI is committed to reciprocal procurement in India in exchange for the India’s purchase of the Phalcon early warning airplane, and the helicopters will count as reciprocal procurement.

Various defense industry sources said that IAI was expected to obtain the project without a tender, as part of the distribution of projects to various defense industries.

IAI declined to respond to the report. IAI sources said that negotiations were underway, and details could not be given at this stage.

The Ministry of Defense had not responded to the report, as of web posting.
